DOÑA HORTENCIA SALAS BENEDICTO NATIONAL HIGH SCHOOL
HISTORICAL BACKGROUND
When the American forces liberated the Philippines in 1945 from Japanese invaders hundreds of thousands of Filipinos boys and girls clamoring from admission in the public and private schools throughout the country, these gargantuan problems was worsened further by the shortage of classrooms due to vast destruction brought upon edifices in the entire country during the Second World War.
La Carlota a municipality yet, was beset with problems of hundreds of students who could no longer be accommodated in Bacolod City. Then the Municipal Mayor Hon. Democrito Canlas, answering the challenge of public service, spared no efforts in making prompt representation in Manila for the opening of a Regional High School, at the same time he initiated steps towards the acquisition of a suitable site. In these, difficult undertakings, he was actively assisted by then Congressman Carlos Hilado, former Congressman Amante, and all local officials.
The bureau of Public School stamped its imprimatur to the meritorious request and so, in July 1947, the La Carlota High School officially started its operation; Mr. Luciano Lopez was appointed as the first Principal with fourteen teachers composing the initial faculty, and 480 students for its pioneer populations. Classes were offered from the first year to third year. IN the meantime, the regional schools utilize the 2nd and third floors of the Supreme Court, in 1948, awarded 12 hectares of Hda. Fe property for the High School Site on its decision on the ex-appropriation proceedings which was ably argued by the Provincial Fiscal Jesus Rodriguez in behalf of the Municipality. Don Ciro Locsin on the other hand generously donated 5 ½ hectares of his Hda. Canman-ug property, thus converting the High school Site into 17 ½ hectares, reputedly the biggest among all public high schools in the Philippines. Congressman Carlos Hilado promptly allocated P45,000 from his pork barrel funds which defrayed the construction cost of the semi-permanent high school building, it was then in June 1949, that the La Carlota High School proudly transferred to its present site. The next construction was the P75, 000 gymnasium, shop building costing P15, 000 and the home economics building valued P30, 000 went into full swing, and all this projects were financed from the pork barrel funds of Congressman Hilado.
A growth of government education thrust is a problem for Nationalization of Public Secondary Schools in the country. La Carlota City High School is one of the fortunate high schools converted into a National High School. This is made possible through the energetic leadership of Mr. Lemuel I. Lapatha, Principal of this school.
Thus, after the series of negotiations and preparations of supporting documents needed for the Nationalization, the Batasang Pambansa approved a Bill-Batas Bilang 545, converting LCCHS to a National High School effective January 1984. This indebted to no less than, Assemblyman Alfonso Garcia.
